{"id":1278,"date":"2018-02-06T11:13:16","date_gmt":"2018-02-06T11:13:16","guid":{"rendered":"https:\/\/www.electoral-reform.org.uk\/?p=1278"},"modified":"2018-05-23T15:56:14","modified_gmt":"2018-05-23T14:56:14","slug":"welsh-assembly-must-not-miss-this-golden-opportunity-for-reform","status":"publish","type":"post","link":"https:\/\/electoral-reform.org.uk\/welsh-assembly-must-not-miss-this-golden-opportunity-for-reform\/","title":{"rendered":"Welsh Assembly must not miss this golden opportunity for reform"},"content":{"rendered":"<div class=\"row flexible-block\">\n<div class=\"col-xs-12 wysiwyg\">\n<p><b>Politics in Wales has reached a critical juncture \u2013 and this week Assembly Members (AMs) have a big decision to make.<\/b><\/p>\n<p><span style=\"font-weight: 400;\">One road would see exciting changes to the way politicians are elected, placing power back into the hands of the millions of people who are<\/span><a href=\"https:\/\/www.electoral-reform.org.uk\/hearing-from-missing-voices-confusion-frustration-and-hope-in-welsh-politics\/\"> <span style=\"font-weight: 400;\">currently left feeling confused and frustrated<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But journey down the other road and a golden opportunity will have been missed.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The decision will be made in the Senedd tomorrow (Wednesday) when AMs will vote on whether to consult the public on the findings of an<\/span><a href=\"http:\/\/www.assembly.wales\/en\/abthome\/about_us-commission_assembly_administration\/panel-elec-reform\/Pages\/Assembly-Electoral-Reform.aspx\"> <span style=\"font-weight: 400;\">Expert Panel on Electoral Reform<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This panel \u2013 which worked independently from the Assembly \u2013 came up with several recommendations which could, if implemented, be a game-changer for democracy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Firstly, it is proposed that 16 and 17 years olds are given the vote in Assembly elections. Votes at 16 is a policy which has attracted support rapidly in recent years, and for good reason.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">All the<\/span><a href=\"http:\/\/www.electoralcommission.org.uk\/__data\/assets\/pdf_file\/0010\/179812\/Scottish-independence-referendum-report.pdf\"> <span style=\"font-weight: 400;\">evidence from the Scottish independence referendum<\/span><\/a><span style=\"font-weight: 400;\"> shows 16 and 17 year olds will vote when given the chance and politicians from all parties were impressed with how they engaged with the historic vote.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With votes at 16 also<\/span><a href=\"http:\/\/www.bbc.co.uk\/news\/uk-wales-politics-42848685\"> <span style=\"font-weight: 400;\">set to be introduced for council election in Wales<\/span><\/a><span style=\"font-weight: 400;\">, keeping the minimum at 18 for the Assembly would create a bizarre and unhelpful constitutional imbalance.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Secondly, it is proposed that the number of AMs is expanded from 60 to between 80 and 90. This, we say, is long overdue.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">As more and more powers are devolved from Westminster to the Assembly \u2013 and there will be a surge of additional powers when Brexit goes through \u2013 the workload of AMs increases too.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The ability of AMs to effectively scrutinise legislation, and for backbenchers to hold the Government to account, is being greatly diminished.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There would of course be a financial cost associated with expanding membership but this could be dwarfed by savings achieved in the long-term as a result of improved scrutiny. Wales currently has four MEPs costing \u00a31.79m each a year. Following Brexit this saving could cover the cost of 24 additional AMs.<\/span><\/p>\n<p>Additional AMs would also mean a more representative Assembly and more voices promoting the interests of the Welsh people.<\/p>\n<p><span class='bctt-click-to-tweet'><span class='bctt-ctt-text'><a href='https:\/\/twitter.com\/intent\/tweet?url=https:\/\/www.electoral-reform.org.uk\/welsh-assembly-must-not-miss-this-golden-opportunity-for-reform\/&#038;text=Additional%20AMs%20would%20mean%20a%20more%20representative%20Assembly%20and%20more%20voices%20promoting%20the%20interests%20of%20the%20Welsh%20people.&#038;via=electoralreform&#038;related=electoralreform' target='_blank'rel=\"noopener noreferrer\">Additional AMs would mean a more representative Assembly and more voices promoting the interests of the Welsh people. <\/a><\/span><a href='https:\/\/twitter.com\/intent\/tweet?url=https:\/\/www.electoral-reform.org.uk\/welsh-assembly-must-not-miss-this-golden-opportunity-for-reform\/&#038;text=Additional%20AMs%20would%20mean%20a%20more%20representative%20Assembly%20and%20more%20voices%20promoting%20the%20interests%20of%20the%20Welsh%20people.&#038;via=electoralreform&#038;related=electoralreform' target='_blank' class='bctt-ctt-btn'rel=\"noopener noreferrer\">Click To Tweet<\/a><\/span><\/p>\n<p><span style=\"font-weight: 400;\">Thirdly, and importantly, the panel recommended a change to the voting system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Currently AMs are elected by what is termed the<\/span><a href=\"https:\/\/www.electoral-reform.org.uk\/voting-systems\/types-of-voting-system\/additional-member-system\/\"> <span style=\"font-weight: 400;\">Additional Members System (AMS)<\/span><\/a><span style=\"font-weight: 400;\"> which uses a combination of the antiquated winner-takes-all system used in General Elections, and a &#8216;party list&#8217; selection.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The alternative being recommended is called<\/span><a href=\"https:\/\/www.electoral-reform.org.uk\/voting-systems\/types-of-voting-system\/single-transferable-vote\/\"> <span style=\"font-weight: 400;\">Single Transferable Vote (STV.)<\/span><\/a><span style=\"font-weight: 400;\"> This system, where voters rank candidates, creates a legislature which more accurately reflects the will of the people and does away with the problem of &#8216;safe seats.&#8217;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There are other recommendations too including a &#8216;gender quota&#8217; to ensure there is a fair balance between male and female AMs, a requirement for parties to publish diversity data on their candidate selections and ideas on new ways of working including job sharing for elected representatives. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">These are significant changes and so it is right that they should be properly scrutinised with the Welsh people given the chance to have their say.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">That is why <a href=\"https:\/\/www.electoral-reform.org.uk\/latest-news-and-research\/media-centre\/press-releases\/welsh-civil-society-throws-weight-behind-assembly-reform-plans\/\">ERS Cymru has joined forces with Chwarae Teg, Community Housing Cymru, the Institute of Welsh Affairs, NUS Wales, Positif and Women\u2019s Equality Network (WEN) Wales<\/a> to urge AMs to approve the consultation. <\/span><\/p>\n<p><b>This is an opportunity for Wales to lead on democratic reform, to engage its citizens and give them a greater voice in the running of the country.<\/b><\/p>\n<p><b>The alternative is that these proposals are kicked into the long grass and power in Wales is kept from its people for potentially years to come.<\/b><\/p>\n<\/p><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>Politics in Wales has reached a critical juncture \u2013 and this week Assembly Members (AMs) have a big decision to make.
