{"id":672,"date":"2017-07-12T13:29:49","date_gmt":"2017-07-12T12:29:49","guid":{"rendered":"https:\/\/www.electoral-reform.org.uk\/?p=672"},"modified":"2018-02-12T17:46:38","modified_gmt":"2018-02-12T17:46:38","slug":"its-time-to-get-the-public-involved-in-brexit","status":"publish","type":"post","link":"https:\/\/electoral-reform.org.uk\/its-time-to-get-the-public-involved-in-brexit\/","title":{"rendered":"It\u2019s time to get the public involved in Brexit"},"content":{"rendered":"<div class=\"row flexible-block\">\n<div class=\"col-xs-12 wysiwyg\">\n<p>The way people talk about \u2018Leavers\u2019 and \u2018Remainers\u2019 is enough to make you think they have always been at loggerheads \u2013 two irreconcilable opponents, fated to oppose each other forever and ever. But it\u2019s not actually like that.<\/p>\n<p>As we noted last year, there was huge overlap in what people wanted when they went to the polls on June 23<sup>rd<\/sup> last year \u2013 from Remainers wanting tougher immigration rules within the EU to Leavers wanting stronger workers\u2019 rights. The binary nature of that \u2018yes\/no\u2019 question though contributed to a divide.<\/p>\n<p>But when big constitutional questions have created \u2013 or shone the spotlight on \u2013 rifts across the world, countries are turning to a very interesting model for closing the gap.<\/p>\n<p>That model is the \u2018Citizens\u2019 Assembly\u2019. Ireland\u2019s Constitutional Convention, established to look at a swathe of constitutional issues, is what led to the legalisation of equal marriage.<\/p>\n<p>Citizens\u2019 Assemblies and similar approaches have been used across Europe and North America over the past decade, from electoral reform in British Columbia, to participatory democracy in Iceland rewriting the country\u2019s entire constitution of following the economic crash.<\/p>\n<p>It is a way of bringing people together to settle key policy and constitutional issues often associated with referendums.<\/p>\n<p>Well, we\u2019re bringing it to the Brexit debate. Leading academics and democracy campaigners are to hold a <a href=\"http:\/\/citizensassembly.co.uk\/brexit\/\">Citizens\u2019 Assembly on Brexit<\/a> this September, in a bid to bridge the Brexit divide and ensure the public\u2019s voices are heard in the process of Britain leaving the EU.<\/p>\n<p>The ESRC-funded project will bring together a diverse sample of citizens to contribute to the Brexit process \u2013 and provide the first example of meaningful public deliberation on what form Brexit should take.<\/p>\n<p>Citizens will engage in detailed and informed discussions to reach well thought-out conclusions, in a process organised by leading academics at the UCL\u2019s prestigious Constitution Unit, in partnership with the University of Westminster&#8217;s Centre for the Study of Democracy, the University of Southampton, Involve and the Electoral Reform Society.<\/p>\n<p>Over two weekends in September (the 8<sup>th<\/sup> and 29<sup>th<\/sup>) a diverse group of voters will learn about the options for Brexit, hearing from a wide range of experts and campaigners from all sides of the debate, and deliberate on what they have heard.<\/p>\n<p>Crucially, the Assembly will then agree recommendations that will be written up in a final report and presented to key decision makers at a high-profile Westminster event.<\/p>\n<p>The project has secured high-profile backing from across the spectrum &#8211; from Remain\u2019s Chuka Umunna and Will Straw to Leave\u2019s Bernard Jenkins and Suzanne Evans.<\/p>\n<p>This has the potential to be a powerful force for unity \u2013 and giving a genuine opportunity to citizens on all sides to engage in the nitty-gritty, the deep policy stuff that seemed missing from this year\u2019s election.<\/p>\n<p>Though a process of \u2018deliberation\u2019 \u2013 informed and reflective debate \u2013 the Citizens\u2019 Assembly on Brexit will bring people together from both sides to find a positive way forward. It won\u2019t be easy, but we know from other countries that it\u2019s eminently do-able.<\/p>\n<p>There is widespread agreement that the Brexit plans should respect and respond to public opinion \u2013 as demanded by both democratic principle and the need for broad public legitimacy. This Assembly is a unique and innovative way to gauge the opinions of citizens on the most pressing constitutional issue we face as a country.<\/p>\n<p>Public involvement in major constitutional issues shouldn\u2019t end on polling day. And it\u2019s fair to say the real policy issues around Brexit were not given the space they deserved in this June\u2019s election.<\/p>\n<p>This project is an exciting way of allowing much deeper public engagement than what we saw last year \u2013 and letting voters truly influence the debate.<\/p>\n<p>The idea there\u2019s an unsolvable rift between \u201852 per cent\u2019 and \u201848 per cent\u2019 is a myth. We know given the chance to talk to each other and meaningfully engage in the issues, people have much more in common than many realise.<\/p>\n<p>The project team already has a great deal of expertise in running similar assemblies \u2013 including conducting\u00a0the UK\u2019s <a href=\"http:\/\/www.citizensassembly.co.uk\/\">first ever assemblies<\/a> on local devolution in Sheffield and Southampton in late 2015.<\/p>\n<p>We were blown away by the level of detail in which people were willing to talk about this quite technical democratic issue.
