{"id":8591,"date":"2025-04-15T11:16:37","date_gmt":"2025-04-15T10:16:37","guid":{"rendered":"https:\/\/www.electoral-reform.org.uk\/?p=8591"},"modified":"2025-04-15T11:19:21","modified_gmt":"2025-04-15T10:19:21","slug":"whats-the-problem-with-voter-id","status":"publish","type":"post","link":"https:\/\/electoral-reform.org.uk\/whats-the-problem-with-voter-id\/","title":{"rendered":"What&#8217;s the problem with voter ID?"},"content":{"rendered":"<div class=\"row flexible-block\">\n<div class=\"col-xs-12 wysiwyg\">\n<p>Since 2023, we\u2019ve had to present a valid form of photo ID to vote in UK-wide elections, and municipal elections in England.<\/p>\n<p>With the introduction of the scheme, the UK has taken a wrong turn when it comes to democratic progress. Here are the key reasons why it\u2019s a scheme that desperately needs to be scrapped \u2013 or at minimum, massively re-assessed.<\/p>\n<h3>There was never a justification for introducing Voter ID<\/h3>\n<p><span data-contrast=\"auto\">There\u2019s one thing that needs to be made clear about Voter ID: it\u2019s always been unnecessary.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">With 16,000 voters blocked from casting their ballots in the 2024 General Election because they did not bring an acceptable form of ID to the polling station, you\u2019d really hope that there was a strong reason for introducing these regulations to begin with. <\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">But that\u2019s far from the case. There\u2019s never been an evidence-based justification for the introduction of Voter ID in the UK. It\u2019s always been a solution looking for a problem.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>The then-Conservative government said, in 2023, that Voter ID was needed for \u201c<a href=\"https:\/\/www.gov.uk\/government\/publications\/voter-identification-at-polling-stations-and-the-new-voter-card\/protecting-the-integrity-of-our-elections-voter-identification-at-polling-stations-and-the-new-voter-card\">stamping out the potential for voter fraud<\/a>\u201d. But thankfully, voter fraud hasn\u2019t been an issue in UK elections.<\/p>\n<p>To put it into perspective: in elections held in 2019, 58 million votes were cast. <a href=\"https:\/\/www.electoral-reform.org.uk\/latest-news-and-research\/parliamentary-briefings\/manifesto-for-democracy-2024\/#_ftn11\">There were only 33 cases of alleged impersonation at the polling station<\/a>. That\u2019s 0.000057% of all votes. And out of this already miniscule fraction, there was only <a href=\"https:\/\/www.electoral-reform.org.uk\/latest-news-and-research\/parliamentary-briefings\/manifesto-for-democracy-2024\/#_ftn12\">one conviction<\/a>.<\/p>\n<p><span class=\"TextRun SCXW63746590 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW63746590 BCX0\">Yet due <\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">to Voter ID, <\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">we\u2019ve<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\"> seen 40,000 people turned away from polling stations <\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">since the scheme was first introduced.<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\"> Th<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">e government stopped <\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">tens of thousands of<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\"> us<\/span> <span class=\"NormalTextRun SCXW63746590 BCX0\">from voting<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">,<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\"> all in the name of <\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">stopping a handful of people from losing <\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">their<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\"> votes to fraud<\/span><span class=\"NormalTextRun SCXW63746590 BCX0\">.\u00a0<\/span><\/span><span class=\"EOP SCXW63746590 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span class=\"NormalTextRun SCXW223021734 BCX0\">And <\/span><span class=\"NormalTextRun SCXW223021734 BCX0\">it\u2019s<\/span><span class=\"NormalTextRun SCXW223021734 BCX0\"> not as if there was an issue with public confidence in elections, either. Before the heavy-handed Voter ID scheme was introduced, <a href=\"https:\/\/www.electoralcommission.org.uk\/who-we-are-and-what-we-do\/our-views-and-research\/our-research\/public-attitudes\">80% of us were confident that our elections are well run, and 87% of us said voting in general is safe from fraud and abuse.<\/a><\/span><\/p>\n<p><span class=\"NormalTextRun SCXW219826624 BCX0\">So perhaps there was another rationale? <\/span><span class=\"NormalTextRun SCXW219826624 BCX0\">One former minister involved in bringing in the rules made it quite clear what he thought the point of the policy <\/span><span class=\"NormalTextRun SCXW219826624 BCX0\">was. <a href=\"https:\/\/www.electoral-reform.org.uk\/voter-id-is-a-gerrymandering-scheme-admits-jacob-rees-mogg\/\">And it wasn&#8217;t fighting fraud.<\/a><\/span><\/p>\n<h3><span class=\"TextRun SCXW156246529 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW156246529 BCX0\" data-ccp-parastyle=\"heading 3\">Voter ID creates a barrier for <\/span><span class=\"NormalTextRun SCXW156246529 BCX0\" data-ccp-parastyle=\"heading 3\">some people, but <\/span><span class=\"NormalTextRun SCXW156246529 BCX0\" data-ccp-parastyle=\"heading 3\">doesn\u2019t<\/span> <span class=\"NormalTextRun SCXW156246529 BCX0\" data-ccp-parastyle=\"heading 3\">affect others<\/span><\/span><span class=\"EOP SCXW156246529 BCX0\" data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:160,&quot;335559739&quot;:80}\">\u00a0<\/span><\/h3>\n<p>In the UK, the more wealthy you are, the more likely you are to have ID. Voter ID rules have been found to <a href=\"https:\/\/www.electoralcommission.org.uk\/who-we-are-and-what-we-do\/our-views-and-research\/our-research\/public-attitudes\">disproportionately disadvantage<\/a> those of us who might already be having a tough time.<\/p>\n<p><span class=\"NormalTextRun SCXW118126336 BCX0\">That means that mandatory Voter ID has built barriers to voting for those of us who might not have a passport because we <\/span><span class=\"NormalTextRun SCXW118126336 BCX0\">can\u2019t<\/span><span class=\"NormalTextRun SCXW118126336 BCX0\"> afford a foreign holiday; or who <\/span><span class=\"NormalTextRun SCXW118126336 BCX0\">can\u2019t<\/span><span class=\"NormalTextRun SCXW118126336 BCX0\"> drive, so <\/span><span class=\"NormalTextRun SCXW118126336 BCX0\">don\u2019t<\/span><span class=\"NormalTextRun SCXW118126336 BCX0\"> have a driving license. <span class=\"TextRun SCXW139275841 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW139275841 BCX0\"> And <\/span><\/span><a class=\"Hyperlink SCXW139275841 BCX0\" href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/984918\/Photographic_ID_research-_headline_findings_report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW139275841 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW139275841 BCX0\" data-ccp-charstyle=\"Hyperlink\">research commissioned by the last government<\/span><\/span><\/a><span class=\"TextRun SCXW139275841 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW139275841 BCX0\"> also found that those with <\/span><span class=\"NormalTextRun SCXW139275841 BCX0\">severely limiting disabilities, the unemployed, people without qualifications, and those who had never voted before were all less likely to hold any form of photo ID.<\/span> <span class=\"NormalTextRun SCXW139275841 BCX0\">In fact,<\/span><span class=\"NormalTextRun SCXW139275841 BCX0\"> research <\/span><span class=\"NormalTextRun SCXW139275841 BCX0\">published <\/span><span class=\"NormalTextRun SCXW139275841 BCX0\">in 2021 found that<\/span> <\/span><a class=\"Hyperlink SCXW139275841 BCX0\" href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/984918\/Photographic_ID_research-_headline_findings_report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW139275841 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW139275841 BCX0\" data-ccp-charstyle=\"Hyperlink\">2% of us <\/span><span class=\"NormalTextRun SCXW139275841 BCX0\" data-ccp-charstyle=\"Hyperlink\">don\u2019t<\/span><span class=\"NormalTextRun SCXW139275841 BCX0\" data-ccp-charstyle=\"Hyperlink\"> have any form of photo ID whatsoever<\/span><\/span><\/a><span class=\"TextRun SCXW139275841 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW139275841 BCX0\">. <\/span><\/span><span class=\"EOP SCXW139275841 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/span><\/p>\n<p><span class=\"TextRun SCXW88655857 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW88655857 BCX0\">Voter ID means that for <\/span><span class=\"NormalTextRun SCXW88655857 BCX0\">some <\/span><span class=\"NormalTextRun SCXW88655857 BCX0\">portions of the public, <\/span><span class=\"NormalTextRun SCXW88655857 BCX0\">there\u2019s<\/span><span class=\"NormalTextRun SCXW88655857 BCX0\"> now a barrier blocking their route to participation. People who have the democratic right to vote are being unfairly left behind by these regulations \u2013 just because <\/span><span class=\"NormalTextRun SCXW88655857 BCX0\">they\u2019re<\/span><span class=\"NormalTextRun SCXW88655857 BCX0\"> less likely to have ID.<\/span><\/span><span class=\"EOP SCXW88655857 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h3><span class=\"TextRun SCXW155889675 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW155889675 BCX0\" data-ccp-parastyle=\"heading 3\">Citizens are being turned away<\/span><\/span><span class=\"EOP SCXW155889675 BCX0\" data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:160,&quot;335559739&quot;:80}\">\u00a0<\/span><\/h3>\n<p><span class=\"TextRun SCXW120833508 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW120833508 BCX0\">In a modern democracy, we should be taking steps to improve participation, not <\/span><span class=\"NormalTextRun SCXW120833508 BCX0\">making it<\/span> <span class=\"NormalTextRun SCXW120833508 BCX0\">more difficult to vote, because participation is the fuel that democracies run on. In the 2024 General Election, we saw the second lowest turnout on record. This lack of participation is a real problem that the Government should be working on.<\/span><\/span><span class=\"EOP SCXW120833508 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p>So the fact that Voter ID rules have blocked thousands of us from participating, with <a href=\"https:\/\/www.electoral-reform.org.uk\/16000-people-were-blocked-from-voting-in-the-general-election-its-time-to-scrap-voter-id\/\">16,000 people turned away at polling stations in the 2024 General Election<\/a>, shows that Voter ID has been a huge step in the wrong direction. Those thousands of citizens were willing and ready to cast their vote: their participation should have been encouraged and nurtured, not denied on a technicality.<\/p>\n<p><span class=\"TextRun SCXW189608038 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW189608038 BCX0\">From police officers to nurses, <\/span><\/span><a class=\"Hyperlink SCXW189608038 BCX0\" href=\"https:\/\/www.electoral-reform.org.uk\/voters-across-england-will-be-turned-away-from-polling-stations-today-for-lacking-id\/\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW189608038 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW189608038 BCX0\" data-ccp-charstyle=\"Hyperlink\">we\u2019ve heard from a number of citizens who\u2019ve contributed to our society their whole lives<\/span><\/span><\/a><span class=\"TextRun SCXW189608038 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW189608038 BCX0\">, only to be denied the right to have their say at the polling station because they <\/span><span class=\"NormalTextRun SCXW189608038 BCX0\">didn\u2019t<\/span><span class=\"NormalTextRun SCXW189608038 BCX0\"> have the right ID.<\/span><\/span><span class=\"EOP SCXW189608038 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span class=\"TextRun SCXW28438085 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW28438085 BCX0\">The Government should be standing up for our right to have our voices heard instead of making it harder to take part in democracy.<\/span><\/span><span class=\"EOP SCXW28438085 BCX0\" data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<h3><span class=\"TextRun SCXW242929991 BCX0\" lang=\"EN-GB\" xml:lang=\"EN-GB\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW242929991 BCX0\" data-ccp-parastyle=\"heading 3\">It\u2019s<\/span><span class=\"NormalTextRun SCXW242929991 BCX0\" data-ccp-parastyle=\"heading 3\"> time<\/span><span class=\"NormalTextRun SCXW242929991 BCX0\" data-ccp-parastyle=\"heading 3\"> to re-assess the <\/span><span class=\"NormalTextRun SCXW242929991 BCX0\" data-ccp-parastyle=\"heading 3\">voter ID <\/span><span class=\"NormalTextRun SCXW242929991 BCX0\" data-ccp-parastyle=\"heading 3\">scheme<\/span><\/span><span class=\"EOP SCXW242929991 BCX0\" data-ccp-props=\"{&quot;134245418&quot;:true,&quot;134245529&quot;:true,&quot;335559738&quot;:160,&quot;335559739&quot;:80}\">\u00a0<\/span><\/h3>\n<p>In a democracy, voting is a fundamental right. And at a time when turnout is faltering, it should be encouraged, not restricted.<\/p>\n<p>At minimum, the government must expand the types of ID people can use at polling stations.
